GOVT, CHURCH, LGUs AND FARMERS JOIN HANDS ON RICE
Cabinet Secretary Ricardo L. Saludo earlier gratified the widening cooperation on rice among the government, local government units (LGUs), Church and farmers.
According to Saludo, the National Food Authority (NFA) has already tapped the National Bureau of Investigation (NBI) to catch hoarders and profiteers, while Mayors are helping ensure rice supplies for their constituents.
The CBCP on the other hand through its National Secretariat for Social Action sees that there will be no rice crisis in provinces as parishes are willing to help distribute rice.
Farmers in the top three rice-producing provinces also reported bumper crops.
“By joining hands instead of pointing fingers, we can put food on the tables of our countrymen and resolutely address the global rice problem”, said the Secretary. (PIA/Bohol)

RESPECT THE RULE OF LAW, BUNYE TELLS ADMIN CRITICS
Press Secretary and Presidential Spokesman Ignacio R. Bunye appealed to the critics of the Administration to allow the rule of law to prevail. He also urged critics to respect the decision of the Supreme Court on the celebrated case of Romulo Neri vs. Philippine Senate on the issue of executive privilege.
Paraphrasing former Supreme Court Chief Justice Hilario Davide, Bunye said the decision on the Neri case is now part of the law of the land and shall take precedent in deciding cases of the same issue in the future.
Voting 9-6, the high court ruled that the Senate committed “grave abuse of discretion’’ in citing for contempt Neri, former director general of the National Economic and Development Authority (NEDA) and nullified the chamber’s to order to arrest him.
In an earlier statement, Davide said that under a democratic system of government majority rules and since the voting was 9-6 against the lawmakers-respondents the majority decision and the rule of law must be followed.
Moreover, the Supreme Court agreed with the Office of the Solicitor General that the Senate had not published its rules of procedures and, hence, the hearings the upper house had been conducting were procedurally defective if not outright illegal, stressed Bunye. (PIA/Bohol)

PGMA’s HK VISIT CLINCHES US$2-B INVESTMENT FOR RP
President Gloria Macapagal-Arroyo’s three-day working visit to Hongkong has clinched a record US$2-billion investment from a Chinese company engaged in property development.
The President identified the latest addition to the country’s much-valued Billion-Dollar Investors Club as the HK-based Shimao Property Holdings Limited which is owned by Hui Wing Mau, China’s second richest man.
She said Shimao has lined up two property development projects in the Philippines -- one to be located in Fort Bonifacio, and the other in the surfing capital of Calicoan Island in Guiuan, Eastern Samar, where Shimao Property will build a 500-room resort complete with two towers.
Aside from Shimao Property, the Philippines also expects investments to come from Hopewell Holdings who has interests in diverse areas as property development, highway infrastructure, hotel and hospitality, and construction. (PIA/Bohol)

CVSCAFT to offer new

The Department of Trade and Industry (DTI) is now polishing with the local Central Visayas State College of Agriculture, Forestry and Technology (CVSCAFT) an academic curriculum that mainstreams the first industrial design for exports course as soon the school year starts, sources said.
As such, DTI partners with CVSCAFT Tagbilaran City Campus to create in the school, a new business development service (BDS) provider to hopefully replenish the shortage of product designers here.
The recent exodus of local designers to better working conditions abroad has concerned local exporters who see the shortage of workers as alarming.
Cognizant of the CVSCAFT’s role in providing a steady supply of skilled workers to industries, DTI now links the government training institution to Cebu gifts, toys and houseware sector via the GTH Foundation.
By that, the two with the DTI works together to design an academic program that will produce good passionate designers who concretize new ideas into marketable objects using existing and available materials and considering skills of local workers.
The proposed course, one to called Bachelor of Science in Industrial Design (BSID) will be a four year program with on-the-job components to expose students to actual design work in the industry.
The new course will be offered under the school’s Department of Industrial Technology in coordination with the Department of Architecture, a CVSCAFT official said.
Owing to the current demands in the industry, CVSCAFT-TCC sees excellent opportunities for its graduates.
Potential markets for new designers are export-oriented industries in the region, such as GTH, furniture and fashion accessories and its 90 firms indirectly linked with the 200 manufacturer-exporter firms committed to use the services of its graduates.
To date, sources said the DTI in Bohol and DTI-Region 7 are in a series of meetings with GTH to formalize the drafting of the course and signing of the memorandum of agreement to formalize their partnership in the development and implementation of proposed course.
The MOA shall incorporate the support of GTHF, which would include the securing commitment of its members to hire all qualified graduates of the program, arranging OJT of students with member firms, facilitating plant visits of students and faculty to GTH workshops and display centers, and providing lecturers on GTH product design and development upon request. BOHOLANO food products would soon be on display in international stores.
In no time at all, favorite peanut kisses, calamay, caycay, tajada, mango spread, salabat (ginger tea) and broa would be gracing international market shelves as they debut in the upcoming International Food Exhibition (IFEX) next month at the Mall of Asia in Pasay.
The event, an exhibit component of the Partner Region Program (PRP) by the Asian Ethnic Food Festival now commonly called IFEX 2008, would feature local food and processors, which benefited technical help from experts and resources of Conventions and International Trades Expositions and Missions (CITEM) a trade promotion organization.
In Bohol, up to take their respective spots in upcoming IFEX are BUCAREZ Food Processing’s Peanut Kisses, BQ Breadbasket’s Calamay, Jojie’s Bakeshop’s Caycay, Bohol Quality Pastries’ Tajada, Bohol Bee Farm’s Mango Spread, Candabong RIC Multipurpose Cooperative’s Salabat Ginger Tea, Tienda Boholana’s Mango cookie and Tessie’s Sweets and Pastries’ ladyfingers or Broas.
These Bohol food products benefited mainstreamed and developed food packaging systems from government and technical experts, bared local Department of Trade and Industry authorities.
The Citem, the country’s export management authorities said the named Bohol products were identified through their PRP, and were assessed as having the potential in both domestic and international markets.
Under the program, select food companies from the identified regions are given assistance in food packaging development and enhancement to make their products competitive in both domestic and international markets.
For nine months, trainings and seminars were given to company owners in production and marketing-related topics to help them improve their production towards safe and quality products and equip them with knowledge in negotiating better with both local and foreign buyers.
During these periods the selected food companies underwent trainings and seminars on food packaging and labeling, current good manufacturing practices, brand management, food process cost management, marketing management, visual merchandising and negotiation techniques.
One-on-One consultancy and In-plant assessments are likewise provided by the PRP experts to these firms.
The products, in their enhanced packaging and labels, are showcased in a special setting during the International Food Exhibition or IFEX.
For this year’s edition, the Central Visayas Region has been identified as the Partner Region for IFEX 2008, set for exhibition this coming May 16-18 at the SMEX Convention Center, Mall of Asia Complex, Pasay City.
The Central Visayan food products identified went through rigorou screening by CITEM experts, the Department of Science and Technology-Packaging Research and Development Center (DOST-PRDC), Philippine Trade Training Center (PTTC) and San Miguel Packaging Products. (rachiu/PIA)
